Success in war ultimately depends on the consolidation of political order. Nadia Schadlow argues that the steps needed to consolidate a new political order are not separate from war. They are instead an essential component of war and victory. The challenge of governance operations did not start with the wars in Iraq and Afghanistan. The US Army's involvement in the political and economic reconstruction of states has been central to all its armed conflicts from large-scale conventional wars to so-called irregular or counterinsurgency wars. Yet, US policymakers and military leaders have failed to institutionalize lessons on how to consolidate combat gains into desired political outcomes. War and the Art of Governance examines 15 historical cases of US Army military interventions, from the Mexican War through the wars in Iraq and Afghanistan. Improving future outcomes will require US policymakers and military leaders to accept that plans, timelines, and resources must be shaped to reflect this reality before they intervene in a conflict, not after things go wrong. Covering the period from 1936 to 1953, Empire of Ideas reveals how and why image first became a component of foreign policy, prompting policymakers to embrace such techniques as propaganda, educational exchanges, cultural exhibits, overseas libraries, and domestic public relations. Drawing upon exhaustive research in official government records and the private papers of top officials in the Roosevelt and Truman administrations, including newly declassified material, Justin Hart takes the listener back to the dawn of what Time-Life publisher Henry Luce would famously call the "American century," when U.S. policymakers first began to think of the nation's image as a foreign policy issue. Beginning with the Buenos Aires Conference in 1936 - which grew out of FDR's Good Neighbor Policy toward Latin America - Hart traces the dramatic growth of public diplomacy in the war years and beyond. The book describes how the State Department established the position of Assistant Secretary of State for Public and Cultural Affairs in 1944, with Archibald MacLeish - the Pulitzer Prize-winning poet and Librarian of Congress - the first to fill the post. Hart shows that the ideas of MacLeish became central to the evolution of public diplomacy, and his influence would be felt long after his tenure in government service ended. The book examines a wide variety of propaganda programs, including the Voice of America, and concludes with the creation of the United States Information Agency in 1953, bringing an end to the first phase of U. S. public diplomacy. Empire of Ideas remains highly relevant today, when U. S. officials have launched full-scale propaganda to combat negative perceptions in the Arab world and elsewhere. Hart's study illuminates the similar efforts of a previous generation of policymakers, explaining why our ability to shape our image is, in the end, quite limited. ungekürzt. Language: English. Cyberweapons and the possibility of cyber conflict - including interference in foreign political campaigns, industrial sabotage, attacks on infrastructure, and combined military campaigns - require policymakers, scholars, and citizens to rethink 21st-century warfare. Yet because cyber capabilities are so new and continually developing, there is little agreement about how they will be deployed, how effective they can be, and how they can be managed.Authored by leading scholars, the 14 case studies in this volume will help policymakers, scholars, and students make sense of contemporary cyber conflict through historical analogies to past military technological problems. The chapters are divided into three groups. The first - "What Are Cyber Weapons Like?" - examines the characteristics of cyber capabilities and how their use for intelligence gathering, signaling, and precision striking compares with earlier technologies for such missions. The second section - "What Might Cyber Wars Be Like?" - explores how lessons from several wars since the early 19th century, including the World Wars, could apply - or not apply - to cyber conflict in the 21st century. The final section - "What Is Preventing and/or Managing Cyber Conflict Like?" - offers lessons from past cases of managing threatening actors and technologies. ungekürzt. Language: English.
