Sie ist nicht nur für politisch Verfolgte, aus Konzentrationslagern geflohene oder ehemals inhaftierte Zwangsarbeiter aus Deutschland zum Fluchtort geworden, sondern auch für Tausende von Franzosen und Belgiern und für Spanier, die nach der Niederlage der spanischen Republik gegen General Franco über die Pyrenäen nach Frankreich geflohen waren. Aufgrund des zwischen Deutschland und dem besiegten Frankreich am fünfundzwanzigsten Juni 1940 in Kraft getretenen Waffenstillstandsvertrages, musste Frankreich verdächtige Personen deutscher Abstammung nach Deutschland ausliefern. Damit war das Asylrecht aufgehoben. Deutsche Exilierte und Emigranten wurden praktisch zu Vogelfreien erklärt. Um Frankreich verlassen zu können, mussten die Flüchtlinge in Marseille bei den ausländischen Konsulaten Visa besorgen und Schiffspassagen buchen. Sie konnten sich nur mit besonderen Reiseerlaubnissen (sog. "sauf-conduits") bewegen, die meist - wie im Roman mehrfach beschrieben - zeitlich befristet waren. Um ausreisen zu können, brauchte man nicht nur Ausreise- bzw. Einreisevisen der betroffenen Länder (also z. B. der USA oder Mexikos), sondern auch Transitvisen derjenigen Länder (wie z. B. Spanien oder Portugal), die auf dem Wege dorthin zu durchfahren waren. Das Verwirrende daran ist - wie der Erzähler vom kleinen Kapellmeister in Kapitel 2/4 belehrt wird -, dass mancher so lange auf das Transitvisum warten muss, bis das bereits gewährte Ausreisevisum ("visa de sortie") erloschen ist. Dann beginnt die Prozedur wieder von vorn. Nach der Logik der betroffenen Konsulate wird ein "Transit" überhaupt erst ausgestellt, "wenn feststeht, daß man nicht bleiben will". Auch die materielle Situation der Flüchtlinge war äußerst prekär. Viele waren nach ihrer Internierung und tage- oder wochenlanger Flucht völlig mittellos und auf Wohlfahrtseinrichtungen oder Hilfen aus dem Ausland angewiesen. Im Roman ist wiederholt die Rede von Lebensmittelknappheit (z. B. Obst und Gemüse betreffend) von "Schlangestehen", "Ersatzkaffee mit Sacharin", "alkoholfreien Tagen" und Brotkarten. Infolge der geschilderten Umstände wurde Marseille für Tausende von Flüchtlingen zu einem Ort, wo das "Organisieren, Erbetteln, Ergaunern der essentiell gewordenen Papiere und Stempel ... [und] das alltägliche Anstehen und Gerangel auf Konsulaten, Agenturen und bei diversen Hilfskomitees" an der Tagesordnung war.
